Ms. Hildebrand was the salutatorian for the inaugural class at Blessed Trinity Catholic High School in Roswell, Georgia. In 2007, she graduated from the University of Notre Dame, College of Arts and Letters with a Bachelor of Arts in Pre-Professional Studies (pre-med) and Psychology. While at the University of Notre Dame, she was a member of the Women’s Liturgical Choir, was a Student Football Manager, and played dorm volleyball. She also volunteered at the local hospital and homeless center.

She graduated from Georgia State University College of Law Magna Cum Laude in 2011. Ms. Hildebrand graduated in the top 10% of her law class and serve as an Executive Board member on the Georgia State Law Review. She was the recipient of CALI Awards for Excellence for achieving the highest grade in Biotechnology Law & Ethics, Health Legislation & Advocacy, and Public Health Law. She was also awarded the Best Brief Award for Litigation. While in law school, Ms. Hildebrand served as a Graduate Research Assistant for Professor Nancy Mansfield and Law Librarian Pamela Brennan. She also clerked for Administrative Law Judge Timothy Hagan at the Equal Employment Opportunity Commission, interned at the Department of Health and Human Services Office of General Counsel and served as a Student Legal Intern in the HeLP Legal Services Clinic. She is a member of the State Bar of Georgia.

Ms. Hildebrand is the daughter of Peter and Joyce Hildebrand of Marietta, Georgia. She is a member of St. Peter Chanel Catholic Church. Her hobbies include hiking, kayaking, playing volleyball and watching Notre Dame Football.

Tisinger Vance, P.C. is a full service law firm that has been serving the legal needs of the West Georgia community since 1922. With the addition of Ms. Hildebrand, the law firm now has fourteen attorneys.

Throughout his 40-year career representing electric membership corporations (“EMCs”), Mr. Tisinger has applied his vast knowledge of cooperative law and utility regulation to his efforts in developing and building partnerships between NRECA member cooperatives and its attorneys.  Mr. Tisinger, along with partner Steve Minor and associates Kristin Dial and Rob Walker, provide legal services to Georgia EMC and a number of EMC’s throughout Georgia, as well as GRESCO Utility Supply and Southeastern Data Cooperative.

ECBA is a network of nearly 700 attorneys nationwide representing the interests of NRECA member cooperatives.  Mr. Tisinger is a charter member of ECBA and served numerous years as a member of its Board of Directors.

Mrs. Amy Velasquez joined the firm in 2009.  Her practice primarily involves commercial litigation, local government, and professional malpractice. She graduated summa cum laude from the University of West Georgia in 2006, where she received a Bachelor of Science degree in Economics with minors in Spanish and Political Science.  While at West Georgia, Mrs. Velasquez was a member of the International Foreign Language Honor Society, an Ingram Scholar, a student research assistant and a tutor for the Excel Center. In June of 2009, Mrs. Velasquez graduated cum laude from Georgia State University’s College of Law. During law school, she clerked for the Honorable Judge W. O’Neal Dettmering at the State Court of Douglas County.  She also completed an externship with the Office of the Attorney General.  She was the recipient of highest honors in Estate Taxation and graduated with Pro Bono Highest Distinction with over 150 hours of pro bono service during law school.  Mrs. Velasquez is fluent in Spanish.  Mrs. Velasquez is married to Adolfo Velasquez, and they reside in Carrollton.  She is the daughter of Helen Rankin of Carrollton and Gary King of Stagecoach, Nevada, and the granddaughter of Janet Stoner of Clymer, Pennsylvania and the late Mr. and Mrs. John Roach of Poulsbo, Washington.

Ms. Rebecca Dobras, from Roswell, Georgia, also joined the firm as an Associate in November 2009.  Her principal area of practice is Family Law.  In 2006, Ms. Dobras graduated magna cum laude with honors from the University of Georgia with a Bachelor of Arts in Criminal Justice, where she was a Presidential Scholar and a member of the Dean’s List and Phi Beta Kappa.  While at the University of Georgia, Ms. Dobras founded the University of Georgia Synchronized Swimming Club, and led the team to the Synchronized Swimming Collegiate Nationals in 2004.  Ms. Dobras received her law degree from the University of Georgia School of Law in 2009, graduating cum laude.  While in law school, Ms. Dobras was a member of the Editorial Board of the Georgia Journal of International and Comparative Law and had a paper on the United Nations published in the Journal.  She also completed an internship with the Ministry of Legal Affairs of Guyana in Georgetown, Guyana and clerked for Judge David Sweat, Superior Court Judge of Athens-Clarke County.  Ms. Dobras currently resides in Douglasville, Georgia.  Ms. Dobras is the daughter of Mr. Thomas Dobras and Mrs. Jeanne Dobras of Roswell, Georgia.
